We created a performance management system for Lawrence in 2006 that included performance measures for each of the City’s 64 programs, a project tracking system and a balanced scorecard, which ensures progress in reaching goals. We trained all program managers and division/department managers on all these new tools.

In 2006, we conducted a comprehensive analysis of Lenexa’s development review processes and made numerous recommendations to improve it. The study involved documenting processes, assessing staff and identifying service efficiencies.

We have helped Olathe on two projects. In 2006, we created detailed process maps of the City's development review system, and interviewed planning and permitting customers as an assessment tool. The City used all these tools to streamline processes. Earlier, we installed a citywide performance measurement system that incorporates the use of the Balanced Scorecard. It integrates organizational performance with the community's strategic plan, and provides accountability to the City Council.

In Overland Park, we designed and installed a citywide system of performance measurement covering efficiency and effectiveness outcomes for all services. We also recommended training all staff on how to use the new system.

The City of Topeka, which voted to adopt the Council-Manager form of government, retained Management Partners before the election to conduct an operational review of the entire government that would identify opportunitites for improvement. Our report serves as the basis of continuing reform efforts.

We reviewed all aspects of the City of Wichita's development review process to help make the process more user-friendly, reduce the cycle time by 30%, and maintain high quality application reviews. As part of this project, Management Partners facilitated a retreat that resulted in staff-prepared recommendations for improvements.
