Senior Management Advisor
Alfonso (Al) Noyola has more than 30 years of diverse local and federal government management experience. In local government, Al worked in a variety of positions in public safety departments and in administrative services, beginning in the North Las Vegas Police Department as assistant director of the Administrative Services Command. As the highest ranking non-sworn employee in the Police Department he managed wide and diverse areas, including resource management, the 911 dispatch center, radio shop, information technology support services, police records, community services, animal control, and police training and academy. His responsibilities required constant interaction with all areas of the department, staff from all City departments, other law enforcement agencies and elected officials.
During the great economic downturn, the city manager asked for Al’s assistance in other departments. He was acting director of Finance, General Services and Information Technology for two years. In 2012 he was permanently promoted to Administrative Services Director (previously General Services and Information Technology Departments). During his tenure demonstrated his ability to employ creative strategies to maintain service levels as high as possible while reducing expenditures by more than 30 percent. His extensive labor relations and negotiations experience achieved over $40M in labor concessions over two years and a total of over $170M in cost avoidance/reductions citywide.
