Charles retired from the Tustin Police Department as chief of police in November of 2018 after a 27-year career in policing. During his career, Charles worked his way up through the ranks and had a variety of assignments including patrol officer, field training officer, street narcotics/vice detective, Orange County Regional Narcotics Suppression Program detective, gang unit sergeant, patrol area commander and the captain in charge of the Community Policing Bureau and Administrative Services Bureau. During his tenure, he contributed to the introduction of the Area Command system of policing, the creation and implementation of two strategic plans, and the creation of the award-winning Neighborhood Improvement Task Force (NITF). In addition, Charles oversaw the process of receiving national accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA). The Tustin Police Department was the third agency in Orange County, and the eleventh agency in the State of California to receive this distinguished honor. Recently, Charles helped create a leadership training program called the “Civilian Leadership Institute.” The five-month long program will provide attendees with a robust and cutting-edge leadership education for public government leaders. This program will be introduced in mid-2019.
