Cynthia Baron, Special Advisor, has nearly four decades of experience in local government, primarily in labor relations and human resources. She served as the labor relations manager in Alameda County, California for 12 years and then as the chief assistant director for 8 years until her retirement in 2018. In those positions, Cynthia developed and implemented the labor relations goals, policies, priorities and strategies and oversaw and conducted negotiations for 23 Memoranda of Understanding with 13 unions representing approximately 9,000 employees. She was also responsible for the overall management of multiple small- and medium-size County departments’ human resources divisions, including conducting reviews of department’s organizational structures and developing and implementing reorganizations to ensure high functioning teams and efficient and effective human resource service delivery. She created and then provided oversight of the Human Resources Trainee Program that received the 2017 CALPELRA Innovation Award. Cynthia also worked for nearly two decades in the Alameda County Social Services Agency, where she was responsible for program development, implementation and evaluation, coaching of management staff and training.
