Dave Schwartz has extensive local government consulting experience, mostly in California. He has been a financial consultant at Capital Partnerships Inc., Deloitte Haskins & Sells (now Deloitte & Touche), and the California Legislative Analyst’s Office. He specializes in strategic financial planning, financial modeling and analysis, and business process improvement.
Dave has conducted cost-of-service, cost recovery, and fee studies for the Los Angeles Mayor’s Office, the Los Angeles County Fire Department, the California State Water Resources Control Agency, and other cities and special districts. He directed a project for the Los Angeles Mayor’s Office and the City Council’s Ad Hoc Committee on Development Reform to improve the City’s private development processes (i.e., case management, permitting, plan checking and inspection) used by the Los Angeles Department of Building & Safety and the Los Angeles Planning Department. He has done extensive business process mapping for Merced County in conjunction with implementation of new enterprise resource planning (ERP) systems.Back
