Frank has more than 20 years of experience in fire and public safety, including seven years as fire chief. His skills and experience include directing all aspects of career and volunteer fire departments and emergency medical services (EMS), officer development, career and volunteer recruitment and retention, emergency management operations, strategic planning, performance measurement and quality management, budgeting, and grant application and management.
In addition to his master of science degree in public administration and bachelors of science degree in fire science, Frank has multiple fire certifications from the National Professional Qualifications Board. He graduated from the Executive Fire Officer Program at the National Fire Academy and the Leading, Educating and Developing (LEAD) Program from the University of Virginia. He is a member of the International Association of Fire Chiefs, Florida Fire Chiefs Association, Virginia Fire Chiefs Association, and International Association of Emergency Managers. He was recognized as Chief Fire Officer from the International Association of Fire Chiefs in 2000.Back
