Irma has 32 years of education and local government experience in leadership and management with a particular focus on project oversight and community engagement. Prior to her recent work as a consulting expert on management efficiencies, organizational reviews and financial systems, she had hands-on experience as a deputy city manager, assistant to the city manager, budget officer, and analyst. Specific areas of responsibility included budget preparation, labor and contract negotiations, interdepartmental coordination, infrastructure project management, website system conversions and development of administrative policies and regulations. She has expertise in community collaboration and consensus building with community stakeholders with a proven track record for negotiating successful private/public agreements and events. She holds a bachelor’s degree from Dominguez Hills State University as well as a master of science degree in public administration from Long Beach State University.
