Jay has over 37 years of local government finance and management experience as well as private-sector experience in banking. Jay has worked through major financial challenges in many of his cities, including developing numerous financial policies and initiating long-range financial planning.
Jay served as chief operating officer (COO) and chief financial officer (CFO) for the City of San Diego, director of finance for the cities of Pasadena and Richmond, and in related roles for the City of Santa Clara and San Mateo County in California and Maricopa County, Arizona. Before joining Management Partners, he served as a managing director at Mitsubishi UFJ Financial Group (MUFG), the parent of MUFG Union Bank, providing bank loans, lines of credit and letters of credits to cities, counties, special districts and states, in addition to other services.
Jay is a frequent speaker at professional conferences, provides financial training in the areas of budgeting, debt management and pension reform and has received several awards from professional and civic associations. He has held major leadership positions in professional organizations, has authored numerous articles, and is a frequent speaker and trainer at workshops and conferences.Back
