Kay Winer, Senior Manager, joined Management Partners in 2009 after more than 30 years of local government experience. Most recently, she retired from the City of San Jose as its chief deputy city manager. Following her retirement, she completed a temporary assignment as interim assistant city manager for the City of Concord. Kay has had experience in a variety of key management positions in three major California cities and one in Florida.
Throughout her career, she has focused on leading and facilitating organizational change, managing major programs and projects, and improving the quality of internal support services to increase operational efficiencies and effectiveness. Kay also has had experience with the competitive outsourcing process for management and operation of city facilities. She has also played a critical role in working with executive recruitments to ensure successful placement of high-level professionals to city organizations.Back
