Rick Haydon has more than 30 years of municipal government experience, with an expertise in long-range forecasting, strategic planning, budgeting, financial management, policy and organizational analysis, and goal setting. Rick has worked on over a dozen fiscal sustainability projects for Management Partners and has successfully assisted numerous clients in compiling their budgets. Prior to joining Management Partners, Rick served as City Manager for the California Central Coast cities of Santa Maria and Solvang. As City Manager of Santa Maria, he oversaw a full-service city with a workforce of over 700 employees and an annual operating budget of over $163 million that served a population of more than 100,000 residents. He was also assistant city manager in Santa Maria, responsible for day-to-day operations and coordinating the City’s budget process. Rick was responsible for Santa Maria’s 21 consecutive California Municipal Finance Officer’s (CSMFO) Excellence in Budgeting Awards and 10 consecutive biennial Government Finance Officers Association (GFOA) Distinguished Budget Presentation Awards. Rick also served as the budget and employee relations manager for the City of Dinuba, where he was responsible for coordinating, preparing, and compiling the City’s annual budget document, and as business manager for the Monterey Police Department.
