Scott Meyer, P.E., has wide-ranging experience in public agencies across several decades that includes city management, economic development, human resources, strategic planning, policy analysis, crisis communications, budgeting, project management, leadership, engineering, facilities management, and transportation development. Scott served most recently as city manager of Cape Girardeau, Missouri for 12 years, where he managed daily operations involving more than 800 employees, allocated a $65 million operating budget and a $30 million capital budget, instituted more than 20 city improvement programs, and initiated partnerships with the private sector. Before that, Scott served as director of facilities management for Southeast Missouri State University, where he supervised a staff of more than 80 people, developed over 20 facilities, and planned an initiative to reduce 80% of emissions while saving money. He also served as district engineer for the Missouri Department of Transportation, supervising hundreds of road and bridge projects across 14 counties.
